Commercial Car Rental Insurance Cost: What Fleets Actually Pay
If you have looked this up already, you probably found a quote form with no number on it, or an average written for contractors and delivery vans that says nothing about a car handed to a new renter every few days. Neither helps you budget a private fleet.

What Fleets Actually Pay
No government agency or industry association publishes an average commercial car rental insurance cost. Published figures on the cost of commercial auto insurance cover small businesses in general, which still helps you set a floor.
Market data points the same way. The Insurance Information Institute (Triple-I), the industry's research association, reports that commercial auto ran a net combined ratio above 100, meaning an underwriting loss, in nine of the ten years from 2014 to 2023. Its 2024 commercial auto brief names the causes: cars cost far more to repair (a bumper that once ran high three figures can now run mid-four figures), and the cost of defending claims has nearly tripled in a decade. It expects premium growth to come mainly from rate increases.
For a fleet, expect a rental-specific quote to land above general averages, and budget for renewals to move with the market as well as your own record.
Priced Per Car, Not Per Fleet
Rental-fleet policies are commonly priced as a fixed fee per car per month. Each car is a line on a schedule: add a car and a line goes on, sell one and it comes off. So "what does fleet insurance cost" has one per-car answer, adjusted for each car's class and value, multiplied by however many cars you run.
That puts insurance in your per-car numbers next to financing, cleaning and maintenance. Keeping the Number Down
- Screen every driver before the keys move. Set an age minimum and license check that match your policy, and verify ID on every booking.
- Photograph every handoff. Timestamped photos at pickup and return turn a damage dispute into a short claim, and short claims protect your record.
- Choose your deductible on purpose. A higher deductible lowers the per-car rate, and it pays off when your rental agreement's damage terms and a security hold at pickup cover the gap.
- Price the insurance before you buy the car, especially a high-value one.
- Let a clean record compound. A fleet with years of documented history is a better risk than a new one, and each clean year counts at renewal.
